Light Company (FPL) requested to amend Facility Operating License NPF-16 for St. Lucie Unit

2. As a contingency for the spring 2003 Unit 2 refueling outage, FPL developed a proposed license amendment (PLA) for St. Lucie Unit 2 Cycle-14 operation to modify the definition of steam generator tube inspection as contained in Technical Specification (TS) 4.4.5.4.a.8 for Cycle 14 only.

On April 16, 2003, FPL representatives met with the NRC staff to discuss the steam generator inspection plan for St. Lucie Unit 2 during the spring 2003 refueling outage (SL2-14). The results of the meeting are summarized in a May 7, 2003 NRC memorandum to Allen Howe from the NRC acting project manager for St. Lucie, Eva Brown. Based on FPL participation in the pending resolution of the generic issue, an intention to modify the requested duration of the proposed amendment from one cycle to a permanent change, the change in the inspection scope consistent with FPL's March 31, 2003 letter, and feedback from the NRC staff, FPL agreed to withdraw the proposed amendment request, pending resolution of the generic issue, and to resubmit, if necessary, at a later date.

During the meeting NRC indicated the staff's interest in discussing the SL2-14 steam generator inspection results prior to the completion of the spring 2003 outage. On May 2, 2003, the NRC staff and FPL participated in a conference call regarding the SL2-14 steam generator inspection results. The NRC did not identify any issues requiring follow-up at the time of the call. The conference call is documented in NRC letter to FPL dated June 23, 2003.
