Beaver Valley Power Station, Unit Nos. 1 and 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Beaver Valley Power Station P.0.Box4 Shippingport, PA 15077 724-682-5234 Fax: 724-643-8069 Response to Non-Cited Violation in NRC Inspection Report 2018-403 for the Beaver Valley Power Station This letter provides the FirstEnergy Nuclear Operating Company's (FENOC) response to the Non-Cited Violation (NCV) 05000334, 05000412/ 2018403-02 documented in NRC Inspection Report 2018-403, dated April 27, 2018, with errata dated May 9, 2018.

This inspection, conducted from January 28, through March 16, 2018, reviewed implementation of FENOC's Cyber Security Plan and security controls. Respectfully FENOC contests the NCV 05000334, 05000412/ 2018403-02 identified in Inspection Report 2018-403. A detailed assessment is presented in the attachment.

The inspection identified a Green finding and associated NCV of Beaver Valley Power Station (BVPS) facility operating license (FOL) condition 2.0 (BVPS Unit 1) and 2.E (BVPS Unit 2), and the approved cyber security plan (CSP) when FENOC failed to mitigate vulnerabilities and implement cyber security controls.

FENOC contests this violation. As demonstrated in the attachment, FENOC did correctly implement the NEI 13-10, Revision 6 methodology, did correctly assess and identify the referenced components at BVPS Unit 1 and Unit 2 as indirect, and did correctly evaluate and implement the appropriate cyber controls. Therefore, this violation is being contested.
