Perry Nuclear Power Plant Docket Number 50-440, License Number: NPF-58 Physical Security Plan Revision 13 10 CFR 50.54(p)(2)
.440-280-5382 In accordance with 10 CFR 50.4(b)(4), one copy of revision 13 to the Perry Nuclear Power Plant (PNPP) Physical Security Plan (PSP) is enclosed. A separate copy of this PSP revision is being provided to NRC Region Ill. The revision to the PSP was effective on December 21, 2015.
To justify implementation of the security plan change without prior NRC approval, a 10 CFR 50.54(p) Plan Change Acceptability Determination was performed. It was determined that the changes do not delete or contradict any regulatory requirement; do not decrease the overall level of security system performance as described in paragraphs (b) through (h) of 10 CFR 73.55 to protect against the design basis threat of radiological sabotage, as stated in 10 CFR 73.1; and the changes are consistent with 10 CFR 73.55 and do not decrease the overall level of security system performance needed to protect against the design basis threat of radiological sabotage, as stated in 10 CFR 73.1.
The specific changes to the PSP and its appendices are identified by revision bars and follow the template guidance from the Nuclear Energy Institute (NEI) template 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Program], revision 7, dated October 2011.
The attachment and the enclosure to this letter contain "Safeguards Information" as described in 10 CFR 73.21 and must be protected accordingly. This page may be decontrolled upon removal of the attachment and the enclosure.
