Beaver Valley Power Station Discharge Monitoring Report (NPDES) Permit No.
PA0025615 Enclosed is the October 2013 NPDES Discharge Monitoring Report (DMR) for FirstEnergy Nuclear Operating Company (FENOC), Beaver Valley Power Station, in accordance with the requirements of the Permit. Attachment 1 to this letter is supplemental monitoring data for Ouffall 001 (dissolved oxygen). A Non-compliance Reporting Form 3800-FM-WSFRO440 is also enclosed.
On October 21, 2013 the weekly sample from Unit 2 Waste Oil Separator (2WOS-OWS21), NPDES Internal Monitoring Point 313 was determined to have a pH of 9.38.
The pH exceeds the NPDES effluent limit of 9.0. In addition, this internal monitoring point is the sole source input to NPDES Ouffall 013, Discharge to Peggs Run, which is inaccessible for sampling.
The elevated pH was attributed to the draining of the auxiliary boiler for maintenance activities. The drain path, by design is routed to the floor drain system, which goes to 2WOS-OWS21. The amount of boiler water drained was small and the likely environmental impact is minimal.
Corrective actions were taken to reroute the auxiliary boiler drain to stop the discharge to 2WOS-OWS21. The influent and effluent from 2WOS-OWS21 was pumped out and refilled with a clean water source. As a precautionary measure to prevent further discharge of high pH water, sodium bicarbonate was added to 2WOS-OWS21. The equipment drains were posted to prevent any future draining activities. Subsequent samples obtained on October 29, 2013 were determined to have a pH of 7.98 which is within the NPDES Permit effluent limits. This event and actions to address the issue are documented in the site's corrective action program.
