Beaver Valley Power Station Physical Security Plan (Revisions 11 and 12) 724-682-5234 Fax: 724-643-8069 This letter forwards the Revision 11 and Revision 12 changes to the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) which were effective on June 20, 2012 and July 27,2012, respectively. Attachment A provides a summary of the Revision 11 changes, and Attachment B provides a summary of the Revision 12 changes. The changes were reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, these revisions are being submitted in accordance with 10 CFR 50.54(p)(2).
The enclosed revisions of the BVPS Physical Security Plan are Safeguards Information and must be withheld from disclosure under the provisions of 10 CFR 73.21.

SAFEGUARDS INFORMATION When Separated From Enclosure, Handle This Document As Decontrolled ATTACHMENT A L-12-291 Summary of BVPS Physical Security Plan, Revision 11 Changes Page 1 of 1 The following summarizes the BVPS Physical Security Plan (PSP), Revision 11 Changes.
- 1. Appendix C, BVPS Safeguards Contingency Plan was revised to be consistent with NEI 03-12 Revision 6 guidance to remove the Safeguards Contingency Plan Matrix and incorporate it into a site procedure. The NEI 03-12 Revision 6 guidance was previously incorporated into BVPS PSP Revision 8 (effective on March 31, 2010) with the exception of the specific items discussed in the May 27,2010 FirstEnergy Nuclear Operating Company (FENOC) submittal.
Specifically, the Safeguards Contingency Plan Matrix was not removed at the time in order to remain consistent with the BVPS Emergency Plan. The BVPS Emergency Plan changes and corresponding BVPS Safeguards Contingency Plan changes were effective on June 20, 2012.

SAFEGUARDS INFORMATION When Separated From Enclosure, Handle This Document As Decontrolled ATTACHMENT B L-12-291 Summary of BVPS Physical Security Plan, Revision 12 Changes Page 1 of 1 The following summarizes the BVPS Physical Security Plan (PSP), Revision 12 Changes:
- 1. Revision 12 of the BVPS PSP incorporates the required changes to align the BVPS PSP with Revision 7 of the NEI 03-12 security plan template dated October 2011, as modified by Security Frequently Asked Questions (SFAQ's) 12-03, 12-04, 12-05, and 12-06. NEI 03-12 revision 7 was endorsed by the NRC in a letter dated November 10, 2011 to NEI titled "Endorsement of Nuclear Energy Institute 03-12, "Template for security plan, training and qualification plan, safeguards contingency plan [and independent spent fuel storage installation security program]" Revision 7, dated October 2011."
Site specific information is provided within the bracketed site specific portions of the NEI 03-12 template. Included with the changes were some editorial changes (from the template wording) within the bracketed site specific portions.
- 2. One additional change beyond those required to align the BVPS PSP with the NEI 03-12 template was included in Revision 12 of the BVPS PSP.
Specifically, Section 14.5, Vital Area Access Control was revised to remove an area that is no longer identified as a vital area due to a plant configuration change.
