Perry Nuclear Power Plant Docket No. 50-440, License No. NPF-58 Physical Security Plan Revision 11 In accordance with 10 CFR 50.4(b)(4), one copy of Revision 11 to the Perry Nuclear Power Plant (PNPP) Physical Security Plan (PSP) is enclosed, with a separate copy of this PSP revision being provided to NRC Region III. The revision to the PSP went effective on July 27, 2012.

Since it has been determined that the changes will not decrease the safeguards effectiveness of the PSP, the Revision 11 changes were made in accordance with 10 CFR 50.54(p)(2). The specific changes to the PSP and its appendices are identified by

'revision bars' and follow the template guidance from Nuclear Energy Institute (NEI) template 03-12, Revision 7, dated October 2011, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Program]."

The enclosure to this letter contains "Safeguards Information" as described in 10 CFR 73.21, and must be protected accordingly. Upon separation of the enclosure, this page is decontrolled.

SAFEGUARDS INFORMATION Upon separation of the enclosure, this page is decontrolled Perry Nuclear Power Plant L-12-273 Page 2 of 3 The changes included basic word editing and template language changes throughout the entire document with changes and additions to the definitions in Appendix A, the critical task matrix and inclusion of cyber security language in Appendix B, and a cyber threat event into Appendix C. Enhanced Weapons and Remotely Operated Weapon Systems are not utilized at the PNPP and appear only in selected sections of the PSP.

The PSP revision included incorporation of five Security Frequently Asked Questions (SFAQs):

SFAQ 12 NEI 03-12, Rev. 7 - Watchperson Definition, Duty Position and Task Matrix SFAQ 12 NEI 03-12, Rev. 7 - Contingency Event # 21 SFAQ 12 NEI 03-12, Rev. 7 - Armed Vehicle Escort Reentry to the PA SFAQ 12 NEI 03-12, Rev. 7 - Insider Mitigation (Two-person)

The changes do not decrease the overall safeguards effectiveness of the PSP. The net effect of Revision 11 is continued compliance with 1O.CFR 73.55. The PNPP protective strategy continues to meet the objective to protect, with a high level of assurance, against the Design Basis Threat of radiological sabotage, as stated in 10 CFR 73.1 (a). Security effectiveness is strengthened with the addition of the cyber security threat contingency event and corresponding responsibility matrix. Target set elements verbiage further enhanced security and overall program effectiveness.

The specific details of the changes to the PSP have been included in the attachment to this letter.

The changes are consistent with 10 CFR Part 73.55.
