NPDES PERMIT NO. 31B00016 APPLICATION NO. OH0063461 PERRY NUCLEAR POWER STATION LAKE COUNTY INDUSTRIAL Mr. Mark B. Bezilla First Energy Nuclear Operating Company Perry Nuclear Power Station 10 Center Road Perry, Ohio 44081

Dear Mr. Bezilla:

This office has received your written request to route circulating water discharge to two storm drains, in order to perform essential maintenance work on the circulating water system. A refueling outage is scheduled to commence on April 18, 2011 and the circulating water system maintenance work is planned during this time.

In addition to Outfall 004, the circulating water would be discharged through the minor stream impoundment on the east side of the site (Outfall 007) and the northwest storm drainage impoundment on the west side of the plant (Outfall 006). Approximately 169,529 gallons will be discharged through Outfall 006 and approximately 468,207 gallons through Outfall 007. The water quality of the discharges will meet the effluent limitations for Outfall 004.

This office has no objection to this proposal, provided the quality of the water does not

-exceed the NPDES permit pollutant limitations for Outfall 004. This office would recommend the draining of the system over an extended period in order to minimize the impact that the additional flow will have on the streams.
