Perry Nuclear Power Plant Docket No. 50-440 Physical Security Plan Revision In accordance with 10 CFR 50.4(b)(4), one copy of Revision 5 to the Perry Nuclear Power Plant (PNPP) Physical Security Plan (PSP) is enclosed, and a separate copy of this PSP revision is being provided to NRC Region III. The changes in this revision were made in accordance with 10 CFR 50.54(p)(2), since it has been determined that the changes will not decrease the safeguards effectiveness of the PSP.
In accordance with 10 CFR 50.54(p)(2), the following describes each of the changes made to the PSP (Note: None of these descriptions, below, contain safeguards information):

NEI 03-01, Nuclear Power Plant Access Authorization Program, has been revised and the current revision is now Revision 02. Revision 04 of the PNPP Security Plan references NEI 03-01, Revision 01 in Section 9.1, 9.2, and 9.5. A revision has been made to the following Sections and Pages changing the reference to NEI 03-01, Revision 02:
Section 9.1, Page 9-1 Section 9.2, Page 9-1 Section 9.5, Page 9-8

The definitions of "Need to Know" and "Safeguards Information" have been revised as directed by the revision to 10 CFR 73.21 which went effective on 2/23/09. These definitions have been made to align with the 10 CFR 73.2 definitions. The definitions have been revised in the following locations:
Need to Know-Appendix A, Page A-4 Safeguards Information-Appendix A, Page A-6 The enclosure to this letter contains "Safeguards Information" as described in 10 CFR 73.21, and must be protected accordingly. Upon separation of the enclosure, this page is decontrolled.

A revision has been made to Appendix B in which a watchperson training qualification has been added to the Training Matrix. 14 critical task areas have now been identified as only needing a watchperson to complete them when qualified. This is identified in the following locations:
Appendix B, Pages B-15, B-16, B-17, B-18 The effective date for revision 5 of the PSP was April 16, 2009.
