Enclosed is the July 2005 NPDES Discharge Monitoring Report (DMR) for FirstEnergy Nuclear Operating Company (FENOC), Beaver Valley Power Station, in accordance with the requirements of the permit.
Attachment I to this letter are supplemental monitoring data for Outfall 001 (dissolved oxygen), and Attachment 2 provides the chemical usage and monitoring data for our clamicide treatments per Condition C.15. Additional information is provided as follows:
- Attachment 3 contains and explains an Amended DMR for June 2005 for Outfall 013. Analyses data reports for two parameters monitored during June were not available to us on time to be included in the June DMR.
.* Attachment 4 describes a pH exceedance at Outfall 211.
- Attachment 5 describes zinc exceedances at Outfall 012.

Beaver Valley Power Station ATTACHMENT 3 Amended June DMR for Outfall 013 An amended June 2005 Discharge Monitoring Report (DMR) for Outfall 013 is included with this package for the cyanide and chlorobenzcne parameters. Composite sampling was performed for cyanide and chlorobenzene in accordance with Permit requirements.
The analyses data, however, were not available for the final composite sample in time to be recorded on the June DMR. A review of the data indicated that neither parameter was exceeded.

Beaver Valley Power Station ATTACHMENT 4 p1l Exccedance at Outfall 211 On July 18, 2005 the pH at Outfall 21 1, Waste Oil Separator 23 (WOS-23) was analytically determined to be 5.39. This value is below the permitted range of pH = 6 - 9. In accordance vith the permit, we immediately adjusted the pH with sodium bicarbonate. The influent and effluent of WOS-23 returned to acceptable pH values quickly, and monitoring since then has not indicated any more challenges to the pH limits.
The condition is being investigated under the FENOC Problem Identification and Resolution program under Condition Report CR-05-05016. Other actions included a review of operations and maintenance activities prior to the condition, a review of consumables and process chemicals in and near the areas drained to WOS-23 (including MSDS review), and analysis of the water to identify the low pH contributor. Upon completion of the investigation, corrective actions will be implemented to prevent recurrence as necessary.

Beaver Valley Power Station ATTACHMENT 5 Zinc Exceedances at Outfall 012 Required monitoring performed on July 14, 2005 at Outfall 012 (ERF building air conditioning evaporative cooler blowdown) was analytically determined to be 2.6 mg/I which exceeds the permit limits of 1.5 mg/I (Daily Maximum and Monthly Average). Cleaning maintenance was performed and the effluent was re-monitored on July 27 and 28. Again the zinc limits were exceeded (10.07 mg/i and 2.87 mg/I respectively).
The condition is being investigated under the FENOC Problem Identification and Resolution program under Condition Report CR-05-05479.
The apparent cause is deterioration of a protective coating inside the cooler that has zinc as a constituent. When that contributor was discovered in early 2004, FENOC initiated an aggressive cleaning process to remove the degraded coating.
That process appeared to have resolved the issue because a review of monitoring data from March 2004 through June 2005 indicated compliance with the zinc limits.
It has become apparent since we began this new investigation, however, that additional understanding is needed regarding the processes and conditions inside the cooler.
- FENOC, under the condition report indicated above, is proceeding to identify those processes, and determine and establish an effective corrective and preventive maintenance program.
Furthermore, we arc completing an evaluation begun in 2004 to determine the best end-of-pipe management solution to remove any zinc that cannot be controlled through mechanical and water maintenance. The options include filtration, ion exchange, or a combination of both. Under the FENOC program, the resolution will be identified, implemented, and tracked through the condition report.
