Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 BVPS Physical Security Plan (PSP) Revision 45 Enclosed is Revision 45 to Issue 4 of the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) (Base Plan, Safeguards Contingency Plan, and the Training and Qualification Plan). This change is being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 45 changes include the following:
Base Plan
- 1.
Base Plan Chapter 1, "Security Organization," and referenced Figures 1-1 and 1-2 were revised to reflect changes made to facility management and committee titles.
Additional changes to Chapter 1 include the deletion of the reference to shotgun weaponry from Section 1.4.5.b.2 and a grammatical correction to Section 1.4.5.e.3.
- 2.
Base Plan Chapter 3, "Protected Area Perimeter," was revised to remove the description of employee picture badges (in Section 3.2.1.6.b) as being indicative of the areas to which access is authorized (Protected, or Protected and Vital).
- 3.
Base Plan Chapter 5, "Vital Area Perimeters," was revised to remove the description of employee picture badges (in Section 5.3.1.6.a) as being indicative of the areas to which access is authorized (Protected, or Protected and Vital).
- 4.
Base Plan Chapter 11, "Overall Physical Security Program Performance," was clarified by removing a misleading reference (in Section 11.1.b.4.e) regarding the operational manning requirements for the control room.

Training and Qualification Plan (TQP) Chapter 1, "Employment Suitability," was revised to utilize the acronym "TQP" in place of "Training and Qualification Plan."
- 6.
TQP Chapter 2, "Training and Qualification Plan," was revised for clerical changes which substituted the acronym "TQP" for "Training and Qualification Plan." The Individual Responsibility Matrix was revised to reflect the discontinued use of the shotgun, further weapons maintenance guidance,.and tarilt engagement with the rifle, along with revising their associated tasks.
- 7.
TQP Chapter 3, "Weapons Training," Chapter 4, "Weapons Qualification and Requalification Program," Chapter 5, "Guard and Armed Response Personnel Equipment," and TQP Appendix A and Appendix C were revised to accommodate the change in station weapon use.
- 8.
TQP Appendix B was enhanced to further describe the handgun course of fire.
These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).
The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
