Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Completion of NRC Order EA-03-038 Requirements By letter dated April 29, 2003, the Nuclear Regulatory Commission issued an Order (EA-03-038) for Compensatory Measures Related to Fitness-For-Duty Enhancements Applicable to Nuclear Facility Security Personnel. On June 2, 2003 and July 23, 2003, the FirstEnergy Nuclear Operating Company (FENOC) submitted responses (L-03-091 and L-03-112) to the Order for Beaver Valley Power Station (BVPS) Units 1 & 2. By letter dated October 23, 2003, the NRC subsequently granted relaxation to the Order, specifically: the exclusion of shift turnover time from the group work-hour average; and the use of the 60-hour per week average when conducting force-on-force exercises.

In accordance with Section III.C.2 of the Order, this letter provides notification that actions taken by BVPS to fully comply with the Compensatory Measures (October 2003, Revision 1), as described in the BVPS submittals identified above, have been completed.
