Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50412, License No. NPF-73 Withdrawal of License Amendment Request Nos. 303 and 174 On March 11, 2003, by letter L-03-020, FirstEnergy Nuclear Operating Company (FENOC) submitted License Amendment Request (LAR) Nos. 303 (Unit 1) and 174 (Unit 2). This LAR requested approval to apply the Westinghouse best-estimate large break loss of coolant accident (BELOCA) analysis methodology to Beaver Valley Power Station (BVPS) Units 1 and 2, and requested an amendment of the respective Technical Specifications.

The subject submittal stated that a BELOCA analysis had been completed for each unit assuming an atmospheric containment and that approval of the BELOCA LAR was contingent upon approval of the containment conversion LAR (LAR Nos. 300 (Unit 1) and 172 (Unit 2)). FENOC has since withdrawn the containment conversion portion of LAR Nos. 300 and 172 by letter L-03-135. This letter withdraws the Technical Specifications changes, including the regulatory commitment, proposed in the BELOCA LAR (Nos. 303 and 174) from NRC review.

On August 5, 2003, FENOC met with the NRC staff to discuss the going forward plans for containment conversion at BVPS. As discussed in the meeting, FENOC plans to re-submit the BELOCA LAR following the submittal of a revised containment conversion LAR. FENOC documented the topics discussed at the meeting in FENOC letter L-03-127, dated August 22, 2003.
