Proposed Changes to the Technical Specifications Regarding PORC Membership and

==msnt Position Titles (JPTS-95-003)

Dear Sir:

t This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to replace the title-specific list of members on the Plant Operating Review Committee (PORC) with a more general statement of membership requirements. This approach is similar to that used to define Safety Review Committee membership. The scope of disciplines represented on the committee is also expanded to include Nuclear Licensing ,

and Quality Assurance.  ;

i This application also proposes to change the following managemont position titles:

'First Executive Vice President and Chief Nuclear Officer to ' Chief Nuclear Officer, ' Resident Manager to ' Site Executive Officer, ' Shift Supervisor to ' Shift Manager, and ' Assistant Shift >

Supervisor to ' Control Room Supervisor. These chcnges in title do not affect the reporting ,

relationships, authority, or responsibilities of these positions. '

The proposed changes also make editorial corrections which are considered I administrative in nature. These will improve overall quality and consistency within the l Technical Specifications.

The signed original of the Application for Amendment to the Operating License is enclosed for filing. Attachment I contains the proposed new Technical Specification pages and Attachment 11is the Safety Evaluation for this proposed change. A markup ef tne affected Technical Specification pages is included as Attachment 111.
