Dear Sir:
Attached is an updated Control Room Habitability report for the James A. FitzPatrick Nuclear Power Plant. The purpose of the report is to demonstrate compliance with the FitzPatrick licensing basis including applicable NRC regulations, General Design Criteria 19, commitments, license conditions, Standard Review Plan 6.4, and the Technical Specifications.
The Authority committed to submit this report as one of the corrective actions associated with LER-93-019-02 (Reference).
This report updates a report submitted to the NRC to reflect recent changes in the design and operation of the FitzPatrick Control Room Ventilation System. The 1981 report was submitted in response to TMI Action Plan (NUREG-0737) Item Ill. D.3.4, " Control Room 4
Habitability."
Analyses to determine the potential effects of accidental releases of hazardous materials (Section 8) were not completed in time for this report. This report will be updated to reflect the result of these analyses and resubmitted by January 31,1995.

As a result of this review, several changes will be made to improve Control Room habitability at FitzPatrick. Attachment 1 summarizes the Authority's plans and schedules for these improvements. Additionalimprovements made necessary by the hazardous material analyses will be described in the next revision of this report.
