Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise the primary containment atmosphere monitoring requirements. The proposed changes add an action statement to Note F of Table 3.2-8,

" Accident Monitoring Instrumentation,"in place of the existing reference to 3.7.A.9.

Specification 3.7.A.9 is deleted since the monitoring requirements will be included in Table 3.2-8. In addition, the proposed changes revise Specification 3.7.A.6 to adopt the inerting/de-inerting requirements of the Standard Technical Specifications (STS)

(Reference 1) which require inerting to less than four percent oxygen concentration within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of exceeding 15% rated thermal power and allow de-inerting 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to reducing thermal power to less than 15% of rated before a plant shutdown. Similar changes are also proposed to the drywell to torus differential pressure requirements.

Other administrative changes are proposed to Tables 3.2-8, " Accident Monitoring Instrumentation," and 4.2-8, " Minimum Test and Calibration Frequency for Accident Monitoring Instrumentation," which will improve the overall quality of the Technical Specifications.

The signed original of the Application for Amendment to the Technical Specifications is enclosed for filing. Attachments I,11, and lit to this application contain the proposed changes to the Technical Specifications, the associated Safety Evaluation, and a mark-up of the current Technical Specifications pages.

In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
