James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Second Ten-Year ISI/IST Interval Extension

Reference:

NRC letter, R. A. Capra to J. A. Josiger, dated March 8,1994, granting relief from the requirement to exarnine certain reactor vessel beltline welds.

Dear Sir:

This letter notifies the NRC staff of the Authority's intention to extend the current second ten year Inservice Inspection and Inservice Testing (ISI/IST) interval for a period of 14 months to account for the length of the 1992 maintenance / refueling outage.

ASME Section XI,1980 Article IWA 2400, which is the applicable code to FitzPatrick, allows each ten-year inspection interval to be extended or decreased as a result of certain outages. This article states that, "For power units that are out of service continuously for six months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage." Later editions of Section XI clarify the extended outage statement by stating that ".. for power units that are out of service continuously for six months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage and the original pattern of intervals extended accordingly for successive intervals."

The second ten-year inspection interval for FitzPatrick is currently scheduled to

end July 1995. The additional 14 months will extend this interval ntil September 1996.

l The extension will provide significant cost savings to the Authority by deferring certain j

programmatic update and closecut activities. The Authorized Nuclear Insurance j

Inspector (ANil) has reviewed the proposed interval extension and has no concerns.

t The Authority's understanding is that the extension to the current ISI/IST interval will not affect the ISl relief previously granted in the referenced letter. The Authority is requesting NRC concurrence on this matter.
