Dear Sir:
This application for an amendment to the Radiological Effluent Techn'ical Specifications containd in Appendix B of the James A. FitzPatrick Operating License proposes to revise the limiting conditions for operation (LCO), surveillance requirements, and bases section for the main condenser steam jet air ejectors (SJAE).
The proposed changes correct a typographical error, clarify the modes of operation i
during which the SJAE LCOs and surveillance requirements are applicable, revise the action required upon entering a SJAE LCO, and establish a threshold level below which there will be no requirement to perform grab samples and isotopic analyses of SJAE effluent. The proposed changes are based on information provided in the Standard Technical Specifications (STS) (Reference 1).
The signed original of the Application for Amendment to Operating License is enclosed for filing. The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed change is included as Attachment II. A markup of the affected Technical Specification pages is included as Attachment 111.
A copy of this application and the associated attachments are being provided to the designated New York State official in accordance with 10 CFR 50.91.
