Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise the scope of startup and power escalation reports

to reflect the guidance provided by the Standard Technical Specifications (STS)

(Reference 1). Current Technical Specification requirements require "the report [to' 1

address each of the tests identified in the FSAR. "

j The list of tests provided in the FSAR includes many tests which were required I

I for the initial plant startup but are not performed for subsequent startups. Currently the Authority satisfies Technical Specification requirements in the startup reports by identifying tests which are not performed, their purpose, and the reason for not performing them. The latest start-up and power escalation report was provided in Reference 2.

The inclusion of such a section in the startup reports is unnecessary. This submittal proposes to revise the Technical Specifications to permit subsequent startup reports to address only those tests thet are actually performed.

The signed original of the Application for Amendment to Operating License is enclosed for filing. The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License. The
