Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications revises Specifications 4.0.C and 4.0.D and the associated Bases to be consistent with the Standard Technical Specifications (Reference 1) based on the guidance provided by NRC Generic Letter 87-09 (Reference 2). These changes permit a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> time period to perform missed surveillances and allow mode changes when Surveillance Requirements to enter a mode are not complete.

This submittal completes the implementation of the NRC suggested technical specification changes presented in Generic Letter 87-09. A previous submittal (Reference 3) revising Specification 3.0.D and its associated Bases section based upon this Generic Letter was approved as 0
