James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications One-time Extension to Various Surveillance Intervals (JPTS-93-008)

Dear Sir,

This application for an amendment to the James A. FitzPatrick Technical Specifications requests a one-time extension of the interval to various surveillance requirements. The first request pertains to bench checking and disassembling of safety / relief valves as required by Technical Specifications 4.6.E.1 and 4.6.E.2. The second request pertains to functionally testing ten percent of each snubber type as required by Technical Specification 4.6.1.3. The third request pertains to testing instrument line excess flow check valves as required by Technical Specification 4.7.D.1.b. The Authority is requesting an extension for these surveillance requirements until the end of the next refueling outage, currently scheduled to start in January,'1995.

Extensions to the normal surveillance intervals are required in order to facilitate -

testing during the next schedu!ed refueling outage in January,1995. Typically, an eighteen month surveillance interval, with the 25% extension allowed by Technical Specification 4.0.B.1 is sufficient to accommodate normal variations in the length of an operating cycle. However, since FitzPatrick had an extended fourteen month outage from November,1991 to January,1993, the continuity of the normal refueling outage schedule was interrupted. Granting this proposed one-time change will make it unnecessary to schedule a lengthy mid-cycle maintenance outage to perform these surveillances. The Authority requests that the application _for this amendment be processed by August 1,1993 since the first overdue surveillance including the 25%

extension will become overdue shortly thereafter.

The signed original of the Application for Amendment to Operating License is' enclosed for filing. Attachments I and it to this application contain the proposed changes to the Technical Specifications and the associated Safety Evaluation.
