James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Deletino A Reference to Nominsi MCPR (JPTS-92-006)
Dear Sir:
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to replace a specific initialloss-of-coolant accident (LOCA) Minimum Critical Power Ratio (MCPR) in Bases Section 3.1.8 with a reference to the initial LOCA MCPR used in NRC approved LOCA analyses.
Bases Section 3.1.B currently identifies the initial LOCA MCPR as 1.20. The initial LOCA MCPR is an initial condition assumed in the LOCA analyses and is considered when preparing the Core Operating Limits Report (COLR). This change is consistent with NRC Generic Letter 88-16 which permitted cycle-specific parameters to be moved from the Technical Specifications to the COLR.
The signed original of the Application for Amendment to Operating License is enclosed for filing. Attachments I and ll to this app lication contain the proposed changes to the Technical Specifications and the associated Safety Evaluation.
In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being p*ovided to the designated New York State official.
