May 1973.

Dear Sir,
This application for an amendment to the James AiFitzPatrick Technical Specifications removes the survoillance requirement for monitoring iodino in.
y
- the drywell atmosphero from the Continuous Atmosphoro Monitoring (CAM) systom!_ This amendment is consistent with NRC staff guidance which only
- requires monitoring of the particulato portion of the drywell-atmosphore in_-
conjunction with sump lovel/ flow monitoring-in dotormining the presence of primary coolant leakago.
The NRC staff's position requiring a third independent monitoring-methodology as a supplomont for the two requirements specified above, is fulfilled _ by the monitoring of the gaseous portion of the drywell atmosphere by the CAM system. Monitoring by the CAM system for the prosonce of
.iodino is, therefore, unnecessary and excessive. Established industry _
l
- practico supports this position by not'roquiring CAM systems to monitor for-(
h l.
Removing the survoillance requiremont for monitoring iodino from tho l~
CAM system will not reduco the level of confidenco in being able to determine the presence of primary coolant leakage. This capability was part 0 2 0 0 5 [pf the original design which was installed prior to the NRC's finalization of M'-

.i unnecessary operational restriction / requirement. It also simplifies equipment maintenance by not requiring testing, calibration, and repairing of the iodine portion of tha CAM system, Finally, future replacement / upgrading of the
_1 CAM system will not require the inclusion of an iodine data channel i
providing an economic benefit.
