Dear Sir:

This application for ari amondrrent to tho James A. FitzPatrick Radiological Effluent Technical Specificatione proposes changes to the offgas sptom steam dilution flow isolation setpoints. The proposed changes will lncrease the offgas dilution steam low flow and high flow isolation setpoints to 6300 pounds per hour and 7900 pounds per hour respectively. The bases are also revised to describo more accurately the offgas steam dilution function.

The signed original of the Application for Amendmont to Operating Uconse is enclosed for filing. Attachments I,11, and ill to this application contain the curront Technical Specification pages, the proposed changes to the Technical Specifications, and the associated Safety Evaluation.
