I This application for an amendment to the James A.
FitzPatrick Technical Specifications proposes changes to section 4.7.A.2 and its associated Bases. Changes are proposed to the surveillance requirements concoming primary containment leak rate testing to reflect current regulations, eliminate unnecessary and redundant specifications, and to make the Technical Specifications consistent with the FSAR analyses.
The proposed changes reflect the current NRC regulations contained in 10 CFR 50 Appendix J. Certain proposed specifications constitute exceptions to Appendix J. These i
exceptions are made to reflect more accurate testing techniques and plant operational philosophies developed after Appendix J was issued. NRC lasuance of the proposed changes will constitute approved exemptions from the requirements of 10 CFR 50 Appendix J.
Enclosed for filing is the signed original of a document entitled " Application for Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a staterrent of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
