Dear Sin Generic Letter 69G requested information concerning the Authority's erosion / corrosion program. The NRC addressed this issue previously in Reference 1, and the Authority responded in Reference 2. The principal concern is that the FitzPatrick plant continue to meet its licensing basis taking into account the potential for erosion / corrosion to degrade the pressure boundary. Detailed information is not roquested. The Authority's efforts are described below:

Plant standing order PSO-14, issued December 1987, formally describes the erosion /

corrosion inspection program at the FitzPatrick plant including:

l e The responsibilities of the Superintendent of Power, Technical Services Superintendent, Quality Assurance Superintendent, and responsible engineer, e Program implementation including component list development.

Interdepartmental vendor interface, interface recording of inspection results, etc.

e Piping systems to be inspected, i.e.,

- extraction steam

! - feedwater heater drain l - main feedwater

- reheater drain

- moisture separator drain

- condensate

- reactor water cleanup

e inspection plans for standard components.

In addition, the following activities support the erosion / corrosion inspection program at the FitzPatrick plant:

o Program to evaluate wall thinning for code acceptability, o Use of the Electric Power Research Institute (EPRI) CHEC program to model single phase systems.

o Use of stainless steel and chrome-mo!y pipe as a replacement material for degraded piping.

e Program to evaluate the piping stress analysis for increased piping loads when alternate materials are used for replacement.

e Development of ultrasonic inspection procedures using strip charts for data recording ("NUMARC Quick Scans").

e Third party audit by an outside vendor of the Authority's crosion/ corrosion program and sing!c and two phase inspection scan selection.

e Database development for tracking / trending inspection data.

Finalimplementation of the program willinclude:

o Complete erosion / corrosion database development.

o Use of the EPRI CHECMATE program to model two phase systems. (This program was issued in May 1988.)

The Authority will finaliza the erosion /corroMon program before the next scheduled refueling outage in March 1990. Erosion / corrosion inspections will be performed during the 1989 fall maintenance outage at the FitzPatrick plant.

The Authority's erosion / corrosion program consists of systematic measures to ensure that erosion / corrosion does not lead to degradation of single phase and two phase high energy carbon steel systems. The Authority program complies with guidance provided by the NUMARC Technical Subcommittee Working Group as presented in NUREG-1344. The Authority anticipates that any future audits conducted by the NRC will be based on these guidelines.
