Dear Sir:
In Reference 1, the NRC requested that all licensees perform a design and operations verification of the instrument air system. The verification requested includes three items:
1.
Verification by test that actual instrument air quality is consistent with the manufacturer's
)
recommendations for individual components served.
2.
Verification that maintenance practices, emergency procedures, and training are adequate to ensure that safety-related equipment will function es intended on loss of instrument air.
3.
Verification that the design of the entire instrument air system will perform as expected in accordance with all design-basis events. This design verification should include an analysis of current air operated component failure positions.
In addition, each licensee was requested to describe their program for maintaining proper instrument air quality.
The Authority has performed part of the review requested in the subject generic letter.
Instrument air plant procedures were reviewed. This review included operating, maintenance, and abnormal operating procedures as well as the preventive maintenance program. In accordance with plant operating procedures, operators verify system parameters on each shift. They also rotate air compressors daily in accordance with surveillance test procedures.
A preventive maintenance program is in place for the air compressors which increases the reliability of the instrument air system. A vendor technical representative has trained FitzPatrick mechanics in maintaining the air compressors. In addition, maintenance procedures are in place for the air dryers and for compressor lubrication.

l An t,bnernal operating procedure (AOP-12, " Loss of Instrument Air") is used in the event of loss of instrun ent air. Normal operator training includes the use of this procedure. The Authority will include a loss ofinstrument air scenario in operator simulator training. This will give operators control room experience in handling a loss of instrument air event.
The Authority is requesting an extension for the date of submission of the information requested in Generic Letter 88-14 for the following reasons.
The generic letter was received only five days before the FitzPatrick plant was shut down for a refueling outage which lasted from August 27 to November 20. During this time, Authority personnel were fully occu,nied with outage activities and unable to dedicate the time necessary to perform the GL 88-14 resiew.
The same contractor who performed the GL 88-14 review for the Authority's Indian Point 3 (IP3) plant will be utilized at FitzPatrick. The contractor is familiar with the Generic Letter and the work and effort involved in performing the review. The contractor is currently completing work at IP3 and is expected to begin review of the FitzPatrick air system in February.
The Authority expects to have the completed contractor report by June 1,1989. It is anticipated that items 1 and 2 of Generic Letter 88-14 will be complete by this date. Certain tests of the air-operated safety-related components (Item 3) are not expected to be performed until the plant is shut down. The FitzPatrick plant is scheduled t.o be shut down for approximately 20 days during the Fall 1989 for maintenance and approximately 75 days in the Spring 1990 for refueling. The testing of the air-operated safety-related components,if required, will be completed during these periods.
Upon coupletio" of the review, the Authority will prepare a response to the Generic Letter.
The response will guvide a detailed description of the review and will incluJe plans to improve instrument air system reliability if required.
iased upon the above considerations, the Authority requests that the date for the response to Generic Letter 88-14 be extended te July 3,1989.
