As required by 10 CFR 50.55a, in 1975 the Power Authority.

established an Inservice Inspection (ISI) Program for ASME Class 1 components in the FitzPatrick plant. The regulation also requires the Authority to revise and update this program at the end of ten-year inspection intervals and to request relief from the NRC for inspections required by the program but not completed during the interval.

l When 10 CFR 50.55a was amended to require an inspection program for Class 2 and Class 3 components, the Authority submitted a separate program for Class 2 and Class 3 components with a ten-year inspection interval different from that of the Class 1 components. In Reference i 1, the Authority proposed to change the interval for Class 2 and Class l

3 components to coincide with the interval for Class 1 components.

The NRC approved this change in Reference 3.

The first 10-year inspection interval ended July 28, 1985. As required, the Authority revised and submitted the program for Class 1, 2, and 3 components for the second ten-year interval (Reference 6).

This letter requests relief from inspections which were required by the program as modified in References 1 and 3, but were not completed during the first interval. Attachment I contains the specific relief requests for which the Authority requests NRC review and approval.

Attachment II is the summary of the inspections performed during the first ten year interval. This summary is provided for the information of the NRC staff and in support of the relief requests in Attachment I. One copy of Attachment II has also been sent to the Hartford Steam Boiler Inspection and Insurance Company.

Attachment III is a copy of a radiation survey referred to in relief request 3 of Attachment I.

Attachment IV addresses hydrostatic and pressure tests. These tests were also discussed in Reference 5.
