Dear Sir:

In Reference 1, the Power Authority informed the NRC that we had retained United Engineers and Constructors (UE&C) as an independent third party to review the adequacy of pipe supports in the FitzPatrick plant.

Reference 1 also briefly outlined the scope of the UE&C program.

The Authority provided a more detailed description of this review in the UE&C status report submitted via Reference 2.

The Authority also informed you, in Reference 2, that discrep-ancies associated with several pipe supports were identified by UE&C personnel during their last in-plant inspection.

For this inspection, UE&C selected a sample of sixteen supports not previously inspected by themselves, the Authority, Stone and Webster (SWEC) or NRC personnel.

UE&C inspected selected dimensions and design details of the sixteen supports and identified discrepancies on thirteen.

All discrepancies identified by UE&C were forwarded to SWEC for evaluation.

That evaluation determined that all affected supports:

are operable; will withstand all normal and seismic loads; and, are. acceptable without modification.

-While this'cvaluation was in progress, the Authority reinspected the.same sixteen supports to verify the discrepancies and to

check support details not examined by UE&C.

As a result of the reinspection,'the Authority identified discrepancies in~addi-tion'to those noted by UE&C.

These have all been forwarded to SWEC.for. evaluation.

As of this date, evaluationc of three supports have been completed and resulted in the same conclu-sions described above.. Evaluation of the remaining thirteen supports is continuing on an. expedited basis.

The Authority plans to~have all evaluations complete by December 27, 1983.
