NRC letters to Michael R. Kansler from Samuel J. Collins dated February 25, 2002, regarding "Issuance of Order for Interim Safeguards and Security Compensatory Measures" for James A. FitzPatrick Nuclear Power Plant

Dear Sir or Madam:

In response to the events of September 11, 2001 Entergy, on its own and in response to subsequent NRC Advisories, promptly initiated and maintained heightened security measures.

As a result, some of the requirements imposed by the Order Modifying Licenses (Order) are already in place and we have begun immediate implementation of remaining requirements as delineated herein.

Pursuant to the requirements of 10 CFR § 50.4 the attachment to this letter contains Entergy's responses to Section III, B and C of the Order. The attached response identifies the current schedule dates for completion of the Order requirements based upon the currently available information. As required by the Order the actions to implement the Order have been started and unless relief has been requested all of the actions will be completed no later than August 31, 2002. Attachment 1 to this response contains safeguards information, as defined in 10 CFR

§ 73.21. Entergy therefore requests that this attachment be withheld from public disclosure.

NOTICE:

Attachment I contains "Safeguards Information".

Upon separation of Attachment I from this letter it becomes "DECONTROLLED"

SUBJECT:

SAFEGUARDS INFORMATION Pursuant to the requirements of 10 CFR § 2.202(a)(2), the answer to the Order, is being transmitted to the Secretary of the Commission under separate cover. Also transmitted under separate cover to the Director, Office of Nuclear Reactor Regulation is a request for an extension of time in which to request a hearing.

As required by Condition C.2 of the Order, Entergy will notify the Commission when full compliance has been achieved.
