1. NYPA letter, W.J. Cahill, Jr. to NRC (JPN 95-053), " Proposed Changes to the Technical Specifications ASME Section XI Surveillance Testing (JPTS 93-003)," dated December 14, 1995.

Dear Sir:

The Authority is revising the Technical Specification (TS) amendment application submitted under Reference 1 to withdraw the proposed changes to Section 3,5 G and 4.5.G, and the surveillance requirements of section 4.7 A.S.a and 4.7 D.2. These changes proposed under Reference 1 would have adopted Standard Technical Specification requirements that are different than or not part of ASME Section XI requiroments. Because of this, these changes will be evaluated during James A. Fit 7 Patrick's conversion to improved Standard TS or via a separate submittal.

i The Authority has reviewed the changes proposed in this letter and in Reference 1 and has determined that these changes do not affect the bases or conclusions of the no significant hazards evaluation der,cribed in the original application (Reference 1). Attachment I of this letter is the proposed change as revised. Attachment ll is the revised safety evaluation.

Attachment tilis the mark up of the effected TS pages. Also, Attachment I and lil transmits updates to the proposed TS changes as a result of approved amendments since the original submittal.

The Authority requests implementation of this amendment within 90 days of issuance if you have any questions please contact Mr. Art Zaremba at 315-349 6365. ,
