This letter is to advise you of the actions taken by the New York Power Authority l
l in response to NRCB 88-07, Supplement I with respect to the James A. FitzPatrick Nuclear Power Plant. Docket No. 50-333.
The following procedure changes have been made in response to requested action 1 of NRCB 88-07, Supplement 1:
. Reactor Analyst Procedure (RAP) 7.3.16, Plant Power Changes has been revised to provide the following guidance concerning thermal hydraulic instability:
intentional entry into regions A, B and C of the power flow map contained in NRCB 88-07, Supplement 1 (hereafter referred to as Figure 1) is prohibited.
operators are directed to manually scram the reactor if region A of Figure 1 is entered.
operators are directed to immediately exit regions B and C of Figure 1 if they are entered unintentionally. Allowed methods of performing this are insertion of predefined sets of control rods (cram groups) and increasing flow on operating recirculation pump (s).
Starting an idle pump to exit these regions is specifically prohibited.
operators are directed to manually scram the reactor in the event core thermal hydraulic instability occurs while operating in region B or C of Figure 1.
observance of APRM peak to peak oscillations greater than 10% and periodic l
LPRM upscale or downscale alarms have been identified as indication that an l
l instability exists.

Abnormal' Operating Procedure (A0P) 8. Loss of Reactor Coolant Flow has been revised to include the following:
. a manual reactor scram is required when there is no forced-circulation while in the RUN mode.
operators are directed to manually scram the reactor if region A of Figure'l is entered.
instructions are provided concerning the methods operators are to use to -
exit regions B or C of Figure 1 if they are inadvertently entered.

or'downscale alarms are included in the list of indications of core thermal hydraulic stability.
As approved by the NRC.in Amendment 109 to the Operating License, FitzPatrick-operates with General Electric Fuel and 4 Westinghouse bundles which'are analytically equivalent to GE fuel bundles. Therefore in response to action 2 of.
' NRCB 88-07, Supplement 1,'the boundaries defined on Figure 1 are applicable to this' reactor.
In response to requested action 3 of NRCB 88-07, Supplement 1, procedure wording has been revised to ensure that it is clear that it is permissible to enter regionLC of Figure 1 in order to exit Region B of the same figure.
A separate Abnormal Operating Procedure to provide directions for.the Suppression of Abnormal Flux Oscillations has not been written, as was previously planned.
With the release of the General Electric " Interim Recommendations for Stability
. Actions" in November 1988, and the incorporation of these items into plant prcredures, this was no longer necessary since a manual scram is required if instability occurs.
