Dear Sir or Madam:

Pursuant to 10 CFR 50.90, Entergy Nuclear Operations, Inc. (Entergy) submitted an application (Reference 1) for an amendment to the Technical Specifications (TS) for the James A.

FitzPatrick Nuclear Power Plant (JAF).

The proposed amendment was to modify TS Section 5.5.6 Primary Containment Leak Rate Testing Program to allow permanent extension of the Type A Primary Containment Integrated Leak Rate Test interval to 15 years and to allow extension of Type C Local Leak Rate Test (LLRT) testing interval up to 75 months.

In Reference 2, Entergy provided formal notification of the intention to permanently cease power operations at the James A. FitzPatrick Nuclear Power Plant at the end of the current operating cycle. As a result of the decision to cease power operations at JAF, there is no longer a current need to request a revision of TS to adopt an extension of Primary Containment test frequencies beyond the current intervals. Based upon the decision to cease operations, JAF is withdrawing the Reference 1 amendment application. The withdrawal was previously discussed with the NRC.
