Revision: Adding VLSSIR process description and implementation guidance.
This revision also clarifies roles and responsibilities, aligns requirements for requesting inspection assistance, revises inspector qualification requirement scope, removes inspector qualification requirement supplement for operating reactor inspectors, and revises headquarters inspection report guidance.
IMC 1246, Appendix B3, "Training Requirements and Qualification Journal for Independent Spent Fuel Storage Installation Inspector." Added IMC 1245 Appendix C3 qualified inspectors to scope of cross qualification.
