The revision is made to reflect current practice, updated wording to be consistent with the Enforcement Manual and Enforcement Policy, and format to the most recent NRC Processing Format Directions and Guidance for Inspection Manual Documents. Included guidance for Findings Review Panel in Section 04.05 and Unresolved Items Guidance in Section 05.10; Added guidance for cover letters when the NRC is considering escalated enforcement action, including reference to Appendix A and the NRC Enforcement Manual in Section 05.01; Included information about a PEC for NOVs in Section 05.02; Clarification about responses by vendors for NOVs and NONs; Added Section 05.11, Closure of NOVs/NONs; Added Section 05.13, Caution Regarding the Creation of Staff Positions; included clarification of Non-Escalated Enforcement Actions of NONs to align with the NRC Enforcement Manual; Updated Appendices A-D to current practice; Added one example to Appendix E for Identification and Control of Materials, Parts, and Components (Traceability); additional minor editorial and clarification changes throughout the document.
