IMC 0309, "Reactive Inspection Decision Basis for Power Reactors." Added a 7-day time requirement for completing MD 8.3 evaluations. Implemented OIG-23-A-06 audit (ML23130A375) recommendations 1 and 2 as accepted by management in (ML23157A268 non-public) to publicly share non-sensitive reactive inspection decisions [C1] and to provide examples [C2]. Added guidance for charter development and allegations. Reorganized and reformatted.
