CRANE CLEAN ENERGY CENTER - NRC INDEPENDENT SPENT FUEL STORAGE SECURITY INSPECTION REPORT NO. 07200077/2025401

Dear Mr. Rhoades:

On September 25, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Crane Clean Energy Center, Independent Spent Fuel Storage Installation (ISFSI),

in Middletown, Pennsylvania. The inspection covered your physical security plan and compliance with the October 16, 2002, Interim Compensatory Measures for Dry Independent Spent Fuel Storage Installations Order. This inspection was conducted using NRC Inspection Procedure 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations.

The results of the inspection were discussed with Mr. Clint Six, Site Vice President, and other members of your staff during a final exit meeting held on September 25, 2025.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commissions rules and regulations and with the conditions of your license.

Within these areas, the inspection consisted of an examination of selected procedures and representative records, observations of activities, and interviews with personnel.

Based on the results of this inspection, no violations were identified.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRCs Rules of Practice, a copy of this cover letter and enclosure will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of the NRCs Agencywide Document Access Management System (ADAMS), accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an independent spent fuel storage installation security inspection at Crane Clean Energy Center Independent Spent Fuel Storage Installation, in accordance with the NRC Inspection Procedure 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations.

INSPECTION SCOPE

Unless otherwise noted, independent spent fuel storage installation security inspections are conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection. Currently approved inspection procedures with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.

The inspection was declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2690, Inspection Program for Dry Storage of Spent Reactor Fuel and Reactor Related Greater-Than-Class C Waste at Independent Spent Fuel Storage Installations and for 10 CFR Part 71 Transportation Packings. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

Inspection Procedure 81311 - Physical Security Requirements for Independent Spent Fuel Storage Installations

This inspection was conducted in accordance with Sections 02.01 through 02.08, General License Requirements and Guidance for Co-Located / AFR ISFSI, of Inspection Procedure 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations. All inspection requirements outlined in these sections of the IP were fully satisfied.

No violations were identified.
