SUBJECT:

BIG ROCK POINT NRC SAFEGUARDS INSPECTION OF THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION INSPECTION REPORT 7200043/2003003(DRS)

Dear Mr. Haas:

On August 14, 2003, the NRC completed an inspection at Big Rock Point. The enclosed report documents the inspection findings which were discussed on August 1, 2003, with yourself and other members of your staff.

The inspection examined your ability to adequately protect the Independent Spent Fuel Storage Installation (ISFSI) as required by your ISFSI security plan, the ISFSI security training and qualification plan, the ISFSI security contingency plan, and the NRC Order entitled Interim Compensatory Measures (ICMs) for Dry Independent Spent Fuel Storage Installations, dated October 16, 2002. In a November 4, 2002 letter to the NRC, Consumers Energy stated that actions pertaining to the ICMs would be completed prior to moving fuel to the ISFSI. The inspection utilized Inspection Procedure 81001, Independent Spent Fuel Storage Installations.

Within these areas, the inspection consisted of selected examination of procedures and representative records, observations of activities, and interviews with personnel.

On the basis of the results of this inspection, no findings of significance were identified. An administrative issue was noted and has been entered into your corrective action program (Section B of the report details).

The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the material will not be placed in the Public Document Room.

Enclosure Contains Upon Separation this Page is Decontrolled. In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter, without enclosure, will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
