NRC INSPECTION REPORT NO 71 0102/97 211 NOTICE OF NONCONFORMANCE
Dear Mr. Dicharry:
During June 1619,1997, and July 910,1997, the U.S. Nuc! ear Regulatory Commission performed inspections at Source Production and Equipment Company, Inc. (SPEC), in St. Rose, Loulslana, These inspections were performed to examine design, testing, and fabrication activities regarding Type B transportation ptekages.

The team identified during the June 1619,1997, inspection specific safety related deficiencies in design tests performed in accordance with the requirements of 10 CFR 71.73," Hypothetical accident conditions," regarding the Model No. SPEC 150 package. The team determined that many of the deficiencies identified in the testing of the Model No SPEC 150 package were also evident in the testing of other SPEC packages certified by NRC. The team also identified during the July 910,1997, inspection significant areas of noncompliance in the implementation of your quality assurance program with the requirements of 10 CFR Part 71, Subpart H, for the design and fabrication of Type B transportation packsging. The findings identified are significant in that they are safety related and may impact the reliability and performance of SPEC's transportation packages.
During the exit meeting on June 19,1997, and in telephone conversations betwet;n you and Dr. Susan F. Shankman on June 19,1997, and Mr. Ross Chappell on June 23,1997, SPEC committed to take certain immediate actions. Our understanding of these actions is

Please provide us within 30 days from the date of this letter a written statement in accordance with the instructions specified in the enclosed Notice of Nonconformance. We will consider extending the response time if you can show good cause for us to do so.
