This refers to the routine safety inspection conducted by Ms. T. L. Simmons of this office on 0ctober 29 through November 9,1987, of activities authorized

by NRC Byproduct Material License Nc. 34-07958-05 and to the discussion of our

findings with John C. Wurst, Ph.D. and Richard S. Harmer, Ph.D. on October 29, 1987.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with.the conditions of your license. The inspection consisted of a selective examination of procedures and representative records, observations,. independent measurements, and interviews with personnel.

During this inspettion, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice. A written response i
is required.
We are concerned that the number and nature of the violations appear icdicative of a breakdown of your management controls over licensed activities.
Therefore, in addition to your response to the violations, please describe the management controls you will use to ensure these violations are corrected and do not recur. The enclosed Appendix B, Management Control, is provided for your information and guidance in responding to this concern.
The responses directed by this letter and the accompanying Notice are not su' ject to the clearance procedures of the Office of Management and Budget as o
required by the Paperwork Reduction Act of 1980, PL 96-511.
