Illitofs Power Company Docket No. 50-461 As a resu n of the inspection conducted on July 15 through September 30, 1985, ar.d in accardance with the General Policy and Procedures for NRC Enforcement Actions (10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR 50, Appendix B, Criterion VII, as implemented by Illinois Power Company Nuclear Power Construction Quality Assurance Manual, Chapter 7, requires that measures be established to assure that purchased material, equipment, and services conform to the procurement documents.
Contrary to the above, the licensee failed to establish measures to assure that purchased items conform to procurement documents by verifying the

availability and acceptability of vendor documentation.
This is exemplified l
by the finding that as of September 6, 1985, approximately 50 record packages have been identified where, due to a misinterpretation of Generic Resolution 27, the Documentation Checklists had been incorrectly revised by changing the Receiving Inspection Report number.
