The University of Texas at Austin Austin, Texas 78758 Gentlemen:
This refers to the inspection conducted by Mr. Blaine Murray of this office during the period July 18-19, 1990, of activities authorized by NRC Construction Psrmit CPPR-123 for the University of Texas TRIGA Mark II Research Reactor, and to the discussion of our findings with Dr. H. L. Marcus and other members of the University staff at the conclusion of the inspection on July 19, 1990.
Areas examined during the inspection included radiation protection, physical security, and emergency preparedness programs. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were identified.
In general, we found that your programs in the areas of radiation protection, physical security, and emergency preparedness were in a proper state of readiness to support reactor operations. The Argon-41 monitor and high efficiency particulate air (HEPA) filter systems will be identified as conditions for licensing items in the facility status letter that we will send to the Office of Nuclear Reactor Regulation. These two items are discussed in paragraph 2, Open Items 8904-05 and 8904-06, of the enclosed inspection report.
Some followup work is also needed to close Open Items 8904-09 and 8904-10. The status of these items is also discussed in paragraph 2.
