Gradation records for coarse and fine aggregates and Vulcan Materials Corporation's Kingsport Quarry (quarry is supplying aggregates for the project).

Gradations of aggregates being produced do not meet TVA specifications. A QCIR has been written and the licensee is investigating causes of the problem.

No Category I concrete has been placed as of October 20, 1978.

No deviations or items of noncompliance were identified in the areas examined.

Site Preparation - Observation of Work and Work Activities, Units 1 and 2 The inspector observed work and results of wo.k activities for excavations of Units 1 and 2 powerhouse blocks.

Excavations were accomplished by drilling and blasting; dewatering is being controlled by ditches and sumps. Acceptance criteria examined by the inspector appear in Sections 2.4 and 2.5 of the PSAR and SER and responses to NRC

N7C-876, Construction Specification For Earth and Rock Foundations and Fills d.

QC.1-C-101,102,108 and 110 SOP-2, Rock Drilling, Loading and Blasting Procedure.

Observations included excavation surfaces and results of blasting in Units 1 and 2 and the CCW trenches, shot number 131, licensee identified f aults, and results of concrete fill operations in Unit 1.

Observations and discussions with the project geologist and responsible engineers indicated site conditions are as presented in the PSAR and dewatering, blastic.g, excavations and unusual problems such as faulting are being handled in accordance with acceptance criteria.

No deviations or items of noncompliance were identified.

Site Preparation - Review of Quality Records, Units 1 and 2 The inspector examined records on blast numbers 90 to 92, 110 to 116 and 126 to 130, geologic maps and photographs for Ucits 1 and 2, foundation acceptance documentation for Unit 1, and QC documentation on concrete fill operations for pour numbers Rl-AM01-1 AF and RI-AM01-lAF-2 in Unit 1.

Acceptance criteria examined by the inspector included Section 3.8 of the PSAR, responses to NRC questions 323.2 through 323.5 in the PSAR, QAP 5.3 and those listed in paragraph 5.

No deviations or items of noncompliance were identified.

7.

Conta.nment (Structural Concrete 1) - Observation of Work and Work Activities, Unit 1 The inspector observed placement of reinf orcing steel in the bottom mat of the Unit I reactor building. Acceptance criteria examined by the inspector appear in Section 3.8 of the PSAR and responses to NRC

8.

Exit Interview The inspector met with the licensee representatives denoted in paragraph 1 at the conclusion of the inspection.

The licensee was apprised of the senpe and findings of the inspection which included construction status, work performance and quality records for site preparation and structural concrete, receiving inspection and preventative maintenance program and civil QC training program.
