Inspection Summary Inspection on March 9-18, 1983 (Report No. 50-546/83-04(DE); 50-547/83-04(DE))
Areas Inspected: Routine, announced inspection by regional inspectors of the electrical contractors quality assurance program, implementing procedures and training. The inspection involved a total of 80 inspector-hours onsite by 2 NRC inspectors.
Results: No items of noncompliance or deviations were identified.

Quality Assurance Program (1) Quality Assurance Manual

A review was conducted of the CLJV QA program manual. The NRC inspectors had several comments which were discussed with CLJV and PSI representatives. They are as follows:

It is unclear how this is accomplished.
The CLJV QA manual is not clear regarding external review

O The question of stop work authority was discussed. The

authority to issue stop work orders has not been clearly defined.
During the discussion, PSI informed the NRC inspectors that they have provided CLJV a list of comments concerning the CLJV QA manual that are currently being resolved. The CLJV QA manual will be reviewed again when the licensee comments have been resolved. This is considered an open item.

Implementing Procedures PSI and CLJV are currently reviewing all CLJV implementing procedures to assure compliance with the CLJV QA manual and licensee QA program commitments. The NRC inspectors will conduct a complete review of the procedures in the future to assure compliance to regulatory re-quirements.
During this inspection the following procedures were reviewed:

As a result of this procedural review, a discussion was held with PSI and CLJV concerning utilization of blank checklists. These blank checklists were found in procedure QCP-C5 and initially, it appeared as if they were used for all inspectors. CLJV personnel stated that this was not the case and that the checklists which are issued to the inspectors contain the inspection criteria suited to the individual procedure.
The inspectors have no further questions regarding this matter at this time.

Training During this part of the inspection, several training lectures were attended. This was for the purpose of reviewing CLJV's methods of training their employees in the use of their implementing procedures.

The NRC inspectors were concerned with the general training practices-which were being implemented by CLJV..Specifically, in all three sessions, the instructor stood at the head of the class and read the procedure verbation. No explanations or illustrative situations were. discussed. Additionally,.the examinations given were all open book. In response to questioning,'CLJV personnel stated that in--
spectors carry a copy of the procedure with them when performing inspections in the_ field; therefore to memorize the procedures or give a closed book examination would not produce any better results.
Licensee personnel are attending training classes to assess the effectiveness of_these sessions. The NRC inspectors will review the training program upon final implementation of the licensee's comments. This is considered an open item. (546/83-04-02; 547/83-04-02)

Open Items Open items are matters which have been discussed with the licensee, which will be reviewed further by the inspector, and which involve some action on the part of the NRC or licensee or both. Open items disclosed during the inspection are discussed in Paragraph 2(a) and 2(c).

Exit Interview The inspectors met with licensee representatives denoted in paragraph I at the conclusion of the inspection on March 18, 1983. The inspectors'
summarized the purpose and scope of the inspection and the findings.
