Areas Inspected:
Routine unannounced inspection by resident inspector of two f
allegations, electrical walkdowns, and plant tours.
The inspection involved a total of 88 inspector-hours onsite by one NRC inspector, including 24 inspector-hours onsite during off-shifts.

Applicant Action on Previous Inspection Items a.
(Closed) 10 CFR 50.55(e) Reportable Item (440/83022-EE; 441/83022-EE)
(DAR 145):
Potential problem with an engine mounted fuel oil line on Transamerica Delaval Diesel Generators.
The inspector originally reviewed the installation and inspection documentation and physically examined this installation of additional fuel line supports.
These activities are discussed in Inspection Reports No. 440.84028(DRP) and No. 441/84025(DRP).
This item was left open pending completion of testing and a review of the data developed from these activities.
The 100 hour0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> load tests have been completed.
The inspector reviewed the test log and document packages containing the data supporting these activities.
The inspector also reviewed the original nonconformance plus the revisions associated with it.
During different phases of this testing the inspector monitored the work being performed and inspected the fuel oil line supports.
The modifications exhibited no adverse effects and appeared to be adequate.
Based upon these reviews and the monitoring of the tests, this items is considered closed.
No violations were identified.

(Closed) 10 CFR 50.55(e) Reportable Item (440/84039-EE) (DAR 203)
Transamerica Delaval Standby 91esel Generators could have field resistors overheat during coastdown.
The inspector verified that the wiring modifications were installed in accordance with design drawings.

The inspector reviewed procedure No. SP-R43A&B-001, " Field Flash Circuit Modifications", containing the following changes; (1)
addition of a Q.A. Hold Point, and (2) referencing the Engine Start Procedure to ensure an orderly startup.
The inspector also witnessed the Field Flash Verification Tests for Division 1, Unit 1 and Division III, Unit 1.
The NRC inspector verified that the recorder charts and panel gauges were in agreement for initial rise to normal operating RPM,, that there was normal operating generator field amps and volts during operation and that there was steady drop during coastdown.
The recorder indicated no spikes in either amperage or voltage.
This effort was coordinated with a Region III staff specialist.
Based upon these reviews and the witnessing of the Field Flash Verification Test, this item is considered closed.

No violations were identified.

Instrumentation-Cables and Terminations The inspector verified the as-built and modified conditions of Generator Panel IH51-P055A and Generator Power Panel IR43-5002A for the Division 1, Unit 1 Standby Diesel Generator; and Generator Panel IHSI-P055B and Generator Power Panel IR43-50028 for Division II, Unit 1 Standby Diesel Generator.
The inspector observed and inspected the terminations of instrument cables and power cables as well as the separation of these items.
The specified instruments and associated components were used as depicted.
The inspector also observed that these items were properly identified when compared to the manufacturer's drawings and the latest revisions of the associated as-built drawings.
Modifications associated with these items and terminations were adequately controlled and identified through the use of standard documentation such as Field Questions (FQ), Engineering Change Notices (ECN), Noncomformance Reports, etc.
Any necessary procedures to cover these modifications have been written or revised as required by the overall site Quality Assurance procedures and the FSAR.
The diesel generator rooms for Divisions I, II, and III have been turned over to the applicant for some time for testing.
Access is controlled through a badging system.
The panels and surrounding areas were clean and free from debris.
Activities in this area will continue to be monitored and coordinated with Regional Staff.

4.
Plant Tours During the inspection period several plant tours were conducted.
The inspector observed preparations for the Recirculation 833 Fast Speed Test.
Also observed was the maintenance and cleanliness of certain Unit 11 areas, namely, Unit II diesel generator rooms.
while protection for engines in the form of covers does exist, it appears that more stringent efforts should be taken to protect this equipment from dust and painting.
Also observed was the overall housekeeping effort throughout the facility.
Understanding the transitional phase of the facility, it appears more effort should be made to keep these areas as free of debris as possible.
These observations were conveyed to the applicant.
No violations were identified.
5.
Exit Interview The inspector met with applicant representatives denoted in Paragraph 1 throughout the inspection and at the conclusion of the inspection period on May 31, 1985.
The inspector summarized the scope and results of the inspection and discussed the likely content of this inspection report.
The applicant did not indicate that any of the information disclosed during the inspection could be considered proprietary in nature.
