Results Of the three areas inspected, no apparent items of noncompliance or deviations were identified in three areas.

Open (406-77-1/1) Organization.

This unresolved item referred to the fact that the Radiological Safety Officer was not independent of the Operating Group. This item still has not been satisfactorily resolved (Details Paragraph 5).

Unresolved Items Unresolved items were not identified during this inspection.

Organization On May 5, 1977 an unresolved item was opened at the Tuskegee Institute Research Reactor (TIRR) dealing with the lack of independence between the Radiological Safety Officer and the Operating group. The Radiological Safety Officer and the Reactor Supervisor functions are assigned to the same individual. The licensee stated at that time that they would resolve the item, prior to fuel loading, by addressing the issue in a Technical Specification change. On the current inspection, the licensee stated the Radiation Safety Committee had met on April 19, 1977 and had developed a change to the Technical Specification which would allow the Radiation Safety Officer (RS0) and the Reactor Supervisor positions to be held by the same person. At the time of this inspection the licensee did not know whether the proposed revision had been sent to the NRC. On a subsequent telephone conversation with the licensee on November 26, 1979, the inspec-tor stated that regardless of the status of their sending the proposed r_evision to NRR, the issue must be resolved prior to loading fuel in order to comply with Technical Specification 6.1.C. The licensee stated that they understood the requirement and would resolve the issue prior to loading fuel.

Long Term Shutdown Inspection An inspection of the facility was conducted to verify that requirements of the operating license applicable to a shutdown reactor were being followed.

A radiation survey of the stored fuel area was conducted. Records of smear and leak tests on sealed sources were reviewed as were previously conducted radiation surveys of the reactor building and fuel storage areas. No items of noncompliance or deviations were observed.

Facility Alarm System An unannounced test was made of the reactor building intrusion alarm. The alarm functioned as designed and the response was determined to be within the requirements of the security plan.

Inspection and Enforcement Bulletins (IEB) a.

IEB No. 78-08 " Radiation Level., From Fuel Element Tre.nsfer Tubes" The subject bulletin was issued to the licensee on June 12, ?978 and transmitted information regarding inadvertent exposure to radiation from a fuel element transfer tube at a large pressurized water power reactor.

The licensee responded in a letter dated June 2C, 1978 stating that Tuskegee did not have fuel element tranfer tubes and the bulletin did not apply. The Tuske8ee reactor is an AGN-201.

IEB No. 79-19 " Packaging of Low Level Radioactive Waste for Transpect and Burial" This bulletin was transmitted to the licensee on August 10, 1979 ano discussed licer.see requirements relative to the above subject matter.

On August 27, 1979, the licensee responded no generation and no pack-aging of low level radioactive had been done at the Tuskegee AGN 201 reactor.
