plans.for dismantling the facility. fThe' licensee's representative stated that a licensed senior reactor operator.from.-a nuclear power plant has been licensed to act. as the responsible operator:during;the dismantling. The

packaging for the shipment of reactor: fuel _has'beenjreceived onsite'. The
.
i Reactor Safeguards Advisory Committee is. to be, reappointed 1n Decenber and
will meet in January 1983. A new Assistant Director'of Public Safety, Radiation.
'. Safety Section, has been appointed._ This position is 'also.known as the University Radiation Safety Officer.(RS0). -The RSO is involved in the planning

of reactor dismantling and will be participating in the actualJdismantling.
-The inspector.was'provided with a tentative schedule for the dismantling.+
This schedule' indicates that all the work would be" completed by-August 1983.
i The inspector discussed the importance of. careful observation of_all pertinent'
-shipping requirements as described in 10 CFR'71 and in Title 49, when. shipping the reactor fuel..The need for detail surveys of any-material. release to the unrestricted area was also discussed. The inspector informed the licensee
.that after they had completed their dismantling and submitted a radiation.
and contamination survey of the facility a final inspection'which would.
include independent measurements would be conducted. The inspector commented.
that not only should contamination; levels not exceed those stated 'in Regulatory Guide 1.86 but that any activation products should be quantified and reported in their final survey.
The inspector toured the facility and noted that pro'per access control was
'being exercised.
No items.of noncompliance.wcre identified.
