ARKANSAS NUCLEAR ONE, UNIT 2 - NRC RETAKE INITIAL EXAMINATION REPORT 50-368/02-303

Dear Mr. Anderson:

On May 24, 2002, the NRC completed a retake examination at Arkansas Nuclear One, Unit 2.

The enclosed report documents the examination findings, which were discussed on May 24, 2002, with Mr. Timothy Mitchell and other members of your staff.

The examination included an evaluation of one applicant for senior operator license. We determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

In accordance with 10 CFR 2.790 of the NRCs "Rules of Practice," a copy of this letter and enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Retake Initial Licensed Operator Examination.

An NRC examiner evaluated the competency of one applicant for a senior operator license at Arkansas Nuclear One, Unit 2. The facility developed the administrative job performance measure section of an operating test using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 8, Supplement 1. The administrative job performance measure section of the operating test was administered to the applicant on the morning of May 24, 2002, by the NRC chief examiner. There were no findings identified during the examination.

4OA4 Retake License Examination

.1 Operator Knowledge and Performance a. Examination Scope The licensee developed the administrative job performance measures of the operating test. Facility training and operations staff on the security agreement were used to prepare and validate the examination. On May 24, 2002, the NRC chief examiner administered the administrative job performance measures of the operating test to the applicant. The examiner tested the applicant on five subjects in four administrative areas. In addition to the written examination, the in-plant job performance measures and dynamic simulator categories of the operating test were waived for this examination because the applicant had previously passed these parts of the license examination administered in February 2002.

b. Findings The senior operator applicant passed the administrative job performance measures of the operating test.

.2 Initial Licensing Examination Development The facility training staff developed the administrative job performance measures of the operating test in accordance with NUREG-1021, Revision 8, Supplement 1.

.2.1 Examination Outline and Examination Package a. Examination Scope The licensee submitted the operating examination outline on May 8, 2002, and the draft examination on May 15, 2002. The chief examiner reviewed the submittal against the requirements of NUREG-1021, Revision 8, Supplement 1, and provided comments to the licensee on May 20, 2002. The licensee incorporated comments as appropriate and prepared the examination for administration on May 24, 2002.

b. Findings Region IV approved the retake examination outline and determined that the operating test initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

-2-2.3 Examination Security a. Scope The examiners reviewed examination security during the onsite examination administration week for compliance with NUREG-1021 requirements.

b. Findings No findings of significance were identified.

4OA6 Meetings, including Exit Exit Meeting Summary The examiner presented the examination results to Mr. Timothy Mitchell, Manager, Operations, at the conclusion of the examination on May 24, 2002. The licensee acknowledged the findings presented.

The licensee did not identify as proprietary any information or materials examined during the examination.
