Meeting on Bailly Pile Foundation Design A meeting was held on March 10, 1980 in Champaign, Illinois to discuss the technical details of the pile foundation design of the i-2-

e Bailly plant structures. The meeting was attended by NRC staff, Corps of Engineers, and NRC Consultants. Details of the meeting included discussion of the pile design criteria, driving criteria, construction requirements, inspection program, and settlement non-itoring program.

Pre-Hearing Conference on Bailly Project The RIII NRC inspectors attended the pre-hearing conference held on March 12, 1980 at the U.S. National Guard Armory in Valparaiso, Indiana. The pre-hearing consisted, in part, of discussions con-cerning the scope of a construction permit extension hearing, if held.

Functional or Program Areas Inspected a.

The RIII inspectors toured the plant site and discussed the current status of the driven piles.

b.

The RIII inspector took extensive tours of the reactor pressure vessel, RPV, warehouse, the maintenance and N-1 site warehouses, the Chesterton warehouse, and the B and F-B warehouses at Michigan City.

The inside of the RPV was being maintained at 10 F above ambient temperature in a nonheated warehouse. The RPV head was not locally heated, but was stored inside the RPV ware-house.

All of the other warehouses were well heated and clean. The contained equipment and materials had protective coverings, rodent guards, space heaters energized, and indications of desiccants being used, where applicable.

Controlled access was maintained at all of the warehouses.

The licensee was informed that Mr. ?. A. Barrett had taken responsibility as the Region III P';oject Inspector of the Bailly activities, effective February 1, 1980.

Exit Interview The inspector met with site staff representatives (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on March 14, j

1980 at the Michigan City warehouses. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the findings.
