INSPECTION 05000320/2007007, GPU NUCLEAR, THREE MILE ISLAND UNIT 2, MIDDLETOWN, PENNSYLVANIA

Dear Mr. Leidich:

The NRC has completed an announced inspection at your Middletown, PA facility, which covered an inspection period that began on May 31, 2007, and concluded on August 30, 2007.

The preliminary findings of the inspection were discussed with Mr. David Petro and other members of your staff upon the conclusion of the site inspection on May 31, 2007. Additional information provided on June 26 and August 23, 2007 was reviewed, and a summary of the inspection findings for the entire inspection period was discussed with Mr. Petro and other members of your staff during a telephone exit meeting on August 30, 2007. The enclosed report presents the results of that inspection.

Your programs for Post-Defueling Monitored Storage, corrective actions, occupational exposure controls, radiological environmental monitoring, and radioactive effluent controls were reviewed during this period. The inspector reviewed selected procedures and records, interviewed personnel, and observed activities. Within the scope of this inspection, no violations were identified.

In accordance with Section 2.390 of the NRCs Rules and Practices, Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR) and will be accessible from the NRC Web site at http://www.nrc.gov/NRC/ADAMS/index.html. No response to this letter is required.

SUMMARY OF FINDINGS

IR 05000320/2007007; May 31, June 26, and August 23; Three Mile Island Station, Unit 2,

SAFESTOR Inspection.

The report covered an announced inspection related to the Post-Defueling Monitored Storage (PDMS) program, corrective actions, occupational exposure controls, radiological environmental monitoring, and radioactive effluent controls. The inspection was conducted by a regional inspector and was based upon Manual Chapter (MC) 2561, Decommissioning Power Reactor Inspection Program. This routine inspection included a review of PDMS activities related to the safe storage of radioactive material and the implementation of the Unit 2 Technical Specifications (TS). The inspection focused on implementation of the TS requirement to perform an annual surveillance of the exclusion area barriers and accessible areas within the exclusion areas. The inspector determined that the licensee had an adequate program for the safe storage of radioactive material and the implementation of the TS requirement to perform an annual surveillance of the exclusion area barriers and accessible areas within the exclusion areas.

.1 Inspection Procedure (IP) 40801 - Corrective Action Program - 1 sample

a. Inspection Scope

The inspector evaluated the TMI-2 corrective action program to assess the licensees ability to identify, resolve, and prevent recurrence of conditions and issues that could degrade the safety or quality of PDMS activities. The inspector examined selected issue reports (IRs) and action reports (ARs) and conducted interviews with personnel familiar with the selected issues.

b. Observations and Findings

No findings of significance were identified. The licensee maintained an adequate corrective action program to identify and resolve issues.

.2 IP 83750 and 84750 - Plant Support - 2 samples

a. Inspection Scope

The inspector reviewed PDMS activities related to the safe storage of radioactive material and the implementation of primary containment isolation requirements, TS 3/4.1, Containment Systems. The inspection included site tours and observations of the licensees annual reactor building entry surveillance test (ST). The reactor building ST included activities such as: conducting radiological surveys; water and air sampling; exchanging and analyzing the reactor building breather (passive air flow diaphragm); monitoring and sampling any potential radioactive gaseous effluent through the reactor building purge exhaust; and, collecting liquid samples from the reactor building sump.

The inspector also evaluated aspects of the occupational radiation protection program, radioactive effluent monitoring program, and the radiological environmental monitoring program. The inspector reviewed the related implementing procedures and associated surveillance test results, and the radioactive liquid and radioactive gaseous effluent release permits and data, from January 2006 through May 2007.

b. Observations and Findings

No findings of significance were identified. The inspector determined that the licensee had an adequate program for the safe storage of radioactive material and the implementation of the TS requirement to perform an annual surveillance of the exclusion area barriers and accessible areas within the exclusion areas.
