SUBJECT: CHANGE RECLAMATION MILESTONE DATE FOR PLACEMENT OF INTERIM C0VER-LICENSE CONDITION 55A.(2) SOURCE MATERIAL LICENSE N0. SUA-917 AMENDMENT 25
Dear Mr. Blubaugh:
In accordance with your amendment request dated January 24, 1995, we are modifying Source Material L# cense No. SUA-917 exactly as requested, to incorporate a change in the date for completion of placement of the interim !
cover under License Condition 55A.(2). l Atlas Corporation (Atlas) indicated that due to seasonal precipitation, a pool of water continues to exist on a portion of the tailings impoundment on which ,
the interim cover has not been placed. This cover is required by the license.
-It is expected that the water will evaporate by summer and the tailings impoundment stable enough to allow equipment to place the remaining cover.
The licensee's failure to complete the interim cover placement by the license date of February 15, 1995, was caused by weather conditions beyond its control.
The enclosed Technical Evaluation Report contains NRC's assessment of the
, licensing action and the recommended license change. Based on this assessment, the date for placement of the interim cover in LC 55A.(2) is being changed from February 15, 1995, to October 31, 1995. The license is being reissued to incorporate this change.
An environmental assessment for this action is not required since it is categorically excluded under 10 CFR 51.22 (c)(ll), and an environmental report from the licensee is not required by 10 CFR 51.60 (b)(2).

Dear Mr. Holonich:
In accordance with Source Material License No. SUA-917 Atlas is hereby notifying the United States Nuclear Regulatory Commission of an Amendment Request relative to License Condition No. 55 A (2), which stipulates the completion date for placement of the interim cover at Atlas'
Uranium Mill site in Moab, Utah. Atlas wishes to change the completion date from October 31, 1995 to November 30,1995.
Figure 1 depicts the current progress of the tailings interim cover activity, and Figure 2 depicts this activity in relation to the overall tailings area. Radiation safety training, general safety, and i job orientation for the initial Crowley Construction employees was conducted on October 03, 1995. Activity commenced on October 04,1995. Thus, as of October 20,1995, thirteen days of activity had been completed.

L i We. estimate the ~ activity of this final phase to be 60% complete at this time. To date interim L l cover has been 'placed over 92% over the top of the pile. We have moved approximately L 130,000CY of material to-date, and it is estimated that an additional 20,000CY will need to be
,
moved to complete the job, plus approximately 4,000CY for roadways to avoid having to re-L walk the equipment over previously completed sections. 'Our initial estimate of 33,000CY was based upon covering approximately 17 acres of exposed tailings.
The new estimates are based on our actual experience with the activity. We have found the previously heaved areas to be much more difficult to cover than the flat, unaffected pond areas.

-.Thes: areas require considerably' more cover material. Some areas have heaved upwards as L much as four feet above the " pool" elevatiort Tailings movement was not foreseen to.be as
! . dramatic as this before the activity commenced, because we could not, at that time, physically get to these areas to measure the offsets. In addition, to prevent the high points from becoming higher and to avoid cutting the geogrid material with the equipment, an effort will be made to place more dirt on the high points.

' Atlas waited until October to benefit from maximum drying during the highest evaporation l season. Also, precipitation in late-summer required evaporation prior to commencing the project. The month of October was originally considered sufficient to complete the activity.
0 . However, due to actual site conditions and the need to add additional cover, it became necessary to seek this extension. Atlas is committed to completing the interim cover at the earliest possible
' time'in order to reduce radon emanation from the pile' cost-effectively.
